For anyone wanting to check out the windy conditions in real time,  
there is a very good webpage with current wind and temp data from  
NOAA.  It covers the coastal region into the interior ranging from NW  
oregon to SW Washington.

I'm pretty sure it will work just fine with dial-up, though it will  
take a little longer for the pop-up windows to appear when your hold  
the pointer arrow over the various remote weather locations.  You  
will need a fairly recent version o java, which is not an issue for  
most folks who use the automatic update feature of your internet  
browser or are running standard windows or mac software.

Be safe if you are anywhere near the beaches come morning, some  
seriously heavy seas are forecast and will surely make a lot of the  
intertidal zone very hazardous.
