I don't think it is a juvenile of the year.  Too early (early May photo) and
no sign of that kind of feathering.

It might be a first-year male (hatched in 2005) that has not acquired adult
plumage yet.  I am not sure when that occurs, being too lazy to walk ten
feet to my copy of Pyle. They are identical to females in winter of the
first year.
