It would be interesting to see the original paper because, according to Ridgely and Tudor's Birds of South America, it sure looks like a Rufous-naped Brush-Finch.  The article lists "its solid black back and the lack of white marks on its wings" as diagnostic but Ridgely says that Rufous-naped Brush-Finches are gray to black above, and the white wing-speculum is "small or (usually) absent" in some subspecies.
