Hello Oboloids,
I make bird 'houses' if you will out of hollow (naturally hollow) limbs and trunks for hole nesting birds such as chickadees, owls and wood-peckers. plus I also make more traditional wooden ones with a facing of tree-trunk sliced thin (weight reduction) to help it look less artificial.  I have not noticed the birds caring whether or not they use a natural looking one or not, but people are biased.  Suggest to these park people who object to owl boxes on the basis of looks to try more natural looking boxes.  The 'boxes' do not have to look like a wooden shoe box nailed to a tree!  
Attracting the owls would certainly reduce the rats a little bit, until they caught on... but to get rid of them completely requires getting rid of Portland!
