[obol] Is it an eagle or what?

The photo makes it difficult to clearly see details but you might  
consider Ferruginous Hawk. These are very large buteos and could be  
mistaken for a small eagle if size is the primary criteria used.  
Light-morph juveniles show extensive white below and on the head, as  
this photo shows, and juveniles have longer tails than adults, making  
them appear larger.
