[obol] 1998 Brownsmead Arctic Loon revisited

According to my notes, I saw an Arctic Loon in Blind Slough
on Dec 27, 1998.  I relocated it during the Wahkiakum CBC
on Dec 30.  I took video with (at that time) a new high 8
analog video camera.  Efforts at digit capture were done
using technology of the time.  The results muddied the ID.

I went back to the tape today and did a new extraction and
clean-up using much better technology.

As you can see, I have a much better camera now.  To my knowledge
this 1998 bird was not reviewed by OBRC (I don't think I ever
formally submitted it).
