Kites can be amazingly hard to find in the breeding season, partly because
their habitat changes somewhat.  The breeding situations I know of in
west-central Oregon are often not along or in the huge pastures where we
find them in winter.  They seem to go upslope into smaller, narrower
pastures or broken woodland with small openings.

I once found a pair far up the North Fork of the Siuslaw, almost invisible
as they fiddled around high in a semi-visible fir tree.

So although some may be on their way to California, some have probably crept
a mile up some little valley and gone into hide-a-kite mode.  You wouldn't
think a kite could hide, but it can.
