Barbara,
I definitely understand your point, especially for the example of changing the
Oregon state bird from the Western Meadowlark to the Varied Thrush. However,
other potential changes, such as Mockingbird to Ivory-billed Woodpecker, could
create an economic boon to the state well worth the initial expense of changing
it.
Then of course there are other potential reasons that may outweigh the money it
would cost such as drawing attention to the need for conservation of a
particular species, state pride, citizen involvement, etc.
