Regarding where to find a White-headed Woodpecker near (well, sorta) Portland, I've received six responses, and every single one of them said the same thing - Cold Springs, Indian Ford, and Camp Sherman & the forest roads in between. Makes sense, 'cause that's where I saw them too. I was hoping that there was somewhere closer, but oh well. That's where we'll go.
The only other place I've seen them was the Starr Campground up in the mountains north of Burns (but keep in mind this was back in the early 90's). There was one inside a short stump right by the outhouse (have pictures). For what it's worth . . . maybe the species is still around after all these years. Don't know - I've never been back.
Thanks to everyone who gave me input. :-)
