I don't live in Portland, so maybe this isn't as strange as it seemed to me. Yesterday I observed a pair of Anna's Hummingbirds in NE Portland. The male was busy making chipping noises in one tree while the female sat on a nest in a nearby tree. The female did not move from the nest, even when viewed from directly below, although she certainly kept an eye on me. Situated in an ornamental cherry tree, the nest had no cover or protection from the elements.
I read in Birds of Oregon that Anna's nest early, but this seemed extreme, especially with our recent weather and the exposed nature of this nest.
