Believe it or not, I had thought of stoneflies too because you said the wings
extended out beyond the abdomen but didn't have time to check some
references....and why I wanted to know if it was near water. Was it? This
website may prove helpful to get it to family or species:

(I bookmarked it but didn't go through it).
I just quickly checked an old California insect book I have and it describes
adult stoneflies as "weak flying" which matches your description too.
Try googling "yellow-banded stonefly" or "Calineuria californica"....23-31 mm,
yellowish triangle in front of eyes, body brown with yellow markings, lives in
the coastal ranges, and from the pic looks like membranous wings definitely
extend beyond body
If that doesn't look right, try googling "Calineuria pacifica," a similar
species.
Also try "cascades stonefly" or "Doroneuria baumanni"
