Hi Lisa,

I agree with Mike Denny that your bird is a Golden-crowned Sparrow with some sort of growth.

I'd like to say, though, that an American Tree Sparrow in NE Portland would be anything but boring - there's only a few scattered records of this species in Western Oregon, and it is always fun to find one of those beautiful little guys :-).
