[obol] "Tail-less" Chickadee

For the past week, a BC CHICKADEE missing its large (outer) tail feathers has been visiting my feeders.  Is this normal during molting season?  If not, it's possible that it's the same bird that I saw at my feeders earlier this Spring (it was having difficult time navigating back then).  Could this be attributed to some sort of genetic abnormality?
