I don't recall hearing of any WESTERN KINGBIRDs yet this year, and this seemed a bit early: There was a WEKI at Ankeny NWR south of Salem on Saturday, 4/46 around noon in about the same tree where a Northern Shrike was often seen during the past winter, along Wintel Road.
Try this for yourself if you ever get the chance: Yesterday near Turner on a WRP that I monitor birds on, a NORTHERN FLICKER was drumming on the metal plate atop a 75' tall hollow steel power pole. It sounded pretty good, like a jazz drummer - soft, metallic and jingly - so I went over and pressed my ear against the pole. I loved that powerful soft sound. The entire 2250 lbs. of steel just rang inside like a giant bell.
