John and other band finders,
Be they numbered metal bands or color bands as John observed, they should be reported to the Bird Banding Lab. See web page:
http://www.pwrc.usgs.gov/BBL/homepage/call800.htm
for entry info. With their newly computer software, if the banding data has been sent to them you can get the information at you finger tips on the bird you found. With color bands I'm not sure it can be this fast, for with some species

I found a banded Black-capped Chickadee at Smith and Bybee Wetlands (North Portland) this afternoon. She wore two light blue bands on her right leg, and a light blue band over a silver band on her left. Does anyone know who is banding chickadees like that? It seems like an awful lot of jewelry for such a little beast.
Lots of Lesser Scaup, Ruddy Ducks, and Canvasback were on Bybee Lake, but not much else was going on.
