It's a Starling. Their plumage changes over the course of the year. The 
white tips you see are the old, worn tips of the feathers, which have lost 
their color. These are the 'stars' that give them their name.

Now, where ar you located? This makes a difference both in terms of what you 
will see at home and what is available to you at feed stores, wildlife 
information and birdseed shops.
