Andy,
The bird looks small and short-billed and I agree with Mike Patterson's
assessment of the wing and tail relationship favoring Costa's as well.
The angled (chevron-like) and long supercilium is characteristic of
Costa's. The dark lores are interesting to me. I'll have to see if the
female Anna's coming to my feeder lack white in the lores. I can't tell
what the gray shading in the throat is from. I believe that Costa's
females generally show a plain throat; or at least one without red feathers.
