[obol] Bald Eagle with tether?

While killing time on a modified version of a raptor route I observed six
(or seven) immature BEs and two adults (fully white heads and tails anyway)
just south of the intersection of Vogt Rd. and Hwy. 36  near the power
substation thingy with the decoy owl.(~10:30am 2/25).  There was a dead
sheep(?) in the field on the east side of Vogt Rd. which had at least one
Imm. BE chowing down. The two Mature BEs were in the field on the west side
of Vogt Rd. When I stopped my truck, one lifted off the ground and settled a
short distance away next to the other Mature BE. I noticed something hanging
from the talons and thought it was a snake, but the bird didn't feed at all
while sitting there. A little while later it lifted off again and changed
locations within the same field and, again, there appeared to be a tether
hanging from the talons.
I don't know what I saw but it seemed odd to me.
