I think you hit the jackpot! I do live near Springbrook Park, just across
Country Club Road, and the juvenile Spotted Towhee in Sibley is very similar
to the bird we saw.
My posting was a poor one. I'm actually most interested in understanding
the significance of the banding and the research behind it. Sounds like you
might be just the person to help with that.

Do you happen to live near Springbrook Park in Lake Oswego?
We are doing research on juvenile survival of Spotted Towhees in an urban
park (Springbrook) and have a color banded population. Not sure, but from
your description it could be one of our banded fledglings. Each of our
birds is given 3 color bands and 1 aluminum
(2 bands per leg), perhaps you couldn't see them all or this is something
else completely.
Some of our juveniles wear a radio transmitter backpack, but we have a hard
time keeping tabs on the ones that don't so it would be nice to know where
you saw this mystery bird.
