Rich Armstrong called this AM from the airport to say that he also had dipped on
the LEAST TERN at Tualatin NWR. 

I visited the Philomath STP at 11 AM in the company of a small contingent of
birders, but we failed to find the CASPIAN TERN that was found there at 7 AM by
Doug Robinson.
