If the legs were black, Rock Sandpiper is highly unlikely. In all the ones I've seen, the yellowish legs were alway very obvious. I don't remember ever seeing Dunlin with other rockpeckers (although I agree with Jeff that it is quite possible for them to roost on the jetty), but I have seen Western Sandpipers mixed in with turnstones and Surfbirds on the jetties before ....
