Henry,
Yes, it is unusual to see a swan so late. I've kept tabs on the large
flock of Tundra Swans
that winter north of the Eugene airport. Over the past 12 years they have
all departed the area around
March 15th - give or take a week. Stragglers like the one you saw are often
seen into the first week
of April. I've seen one on April 26th with my next latest being April 7th.

Does anyone know the average departure dates for Tundra Swan?
Birds of Oregon, a General Reference is not very clear about departure
dates.
It has been quite awhile since the large numbers of Tundra Swans have left
the mining ponds in Scappoose Bottoms.
Yet on Wednesday 4/30, I saw a single Tundra Swan flying north over
Freeman Road. Is this sighting that unusual?
