He wants a place to share his photos ON THE WEB ... "sharing"  (as in  
"photo sharing Q?") not "private external drive hooked up to my  
computer at home" ...

He wants cheap, which means he's not looking to buy his own server and  
colocate it with a cheap external drive (colo runs about $100 month,  
which is what I paid to colo the birdnotes server for several years,  
though now my colo is provided free, by friend).
