Greg,

I think what you want is a cheap yet reliable web
hosting account with lots of storage and "unlimited"
bandwidth. For that, I'd recommend Hostgator. Check
out the storage on their shared (just means the IP is
shared, not the directories) accounts:

Hostgator would be my choice but other reputable
"cheapie" hosting companies include: hostmonster,
bluehost, lunarpages, and dreamhost. These are all
linux based (advantageous because there are so many
free programs and it's updated all the time) and all
have a cpanel (which makes it easy for you to
administer your account) except dreamhost I think. 

There are free php packages (I highly recommend
sticking with php) which can be easily installed once
you have your hosting account which would give you a
user friendly way of sharing photos...some would work
in conjunction with a mySQL database which is also
free and easy to set up and with the cpanel....which
would give you the ability to offer search features
and all that jazz. Also, most are easily customizable.
